We negotiate a contract up front that may include an honorarium and travel.  In state folks are less likely to charge but not always.

Dear Executive Directors:

The VIDDC is planning a parent advocacy conference. We informed the organization for the keynote speaker that we were not providing an honorarium. The organization stated that when they present at other DD Council's conference, they receive an honorarium. I am requesting any feedback this matter. Thank you for your assistance.
