Hi Karen, NC is a NCI state and the data is really important. That said, one of the strongest tools that that I am familiar with that measures quality from the standpoint of a defined personal outcome followed by specific actions or supports is the Council on Quality and Leadership (CQL) Personal Outcome Measures tool. I think Tennessee has embedded the CQL POMs as part of their measurement of quality. In NC, CQL is recognized as one of four options for provider accreditation (national accreditation is mandated for providers in NC). Hope this helps!
