There is a Employment First State Leadership Mentoring Project webinar today on rate restructuring for employment services that might be helpful. Sorry to get this out so late before it starts.  I just read through the presentation slides and thought it pertained to this NACDD discussion.  We are working on this in Idaho right now as well.

The Employment First State Leadership Mentoring Program (EFSLMP) Community of Practice (CoP) Webinar Series is structured to augment the technical assistance areas of primary focus in Employment First systems change (Capacity Building, Provider Transformation, School-to-Work Transition, Employer Engagement, and Policy/Funding Alignment). CoP participants will benefit from national subject matter experts (SMEs) presenting information and resources to support Employment First efforts.

Topic: Value-Based Payment Methodologies to Advance Employment First: A Mix of Inspiring Examples from Across the Country
The Employment First State Leadership Mentoring Program's comprehensive framework for advancing Employment First includes aligning payment methodologies and reimbursement rates with policy and practice that aims to increase competitive integrated employment opportunities and outcomes for individuals with disabilities receiving services from publicly funded programs. This webinar previews a comprehensive guide for payers including state Medicaid and Vocational Rehabilitation Agencies and managed care organizations that will be released by ODEP in September, 2019. The Guide, "Advancing Employment First Using Innovative Reimbursement Methodology and Rate Restructuring Strategies Across State Service Delivery Systems:  A Primer for States" includes a range of contemporary examples of reimbursement models and rate structures for employment services from states around the country, including managed care organizations leveraging the opportunities of managed care to design and implement value-based purchasing arrangements with providers of employment and related services. The guide also includes reflections from the author, Dr. Lisa Mills, on more than a decade of intense work in this area.  Dr. Mills discusses the reasons why she believes value-based payment methods are critical, indeed essential, for advancing Employment First. She also shares lessons learned and strategies specific to stakeholder engagement in the process of developing new payment methodologies and reimbursement rates designed to advance Employment First.
