Good morning everyone! I want to weigh-in here and share with you important information about what and how NACDD has been weighing in on this very real problem.
First, in case you missed it, here is a cut and paste from Erin Prangley’s email to all EDs from last Friday or you received it this Monday 10/15:
Public charge proposed rule published.
The exclusion of people with disabilities has a seriously ugly history in our country. Read more
here. Even in the darkest days although there may be a wait period, eligibility for critical health and welfare safety nets – for children, elderly, poor, people with disabilities, were based on income, not citizenship. That is why we are particularly outraged
at the proposed rule which would exclude immigrants, and especially disabled and poor immigrants, from entering the US or become legal permanent residents if use public benefits such as Medicaid (which is the only source for the many disability services not
covered by private insurance), as well as food and housing assistance. The new rule would cut off these supports for immigrant families, or discourage families from using these critical public services for fear of harming their immigration status.
Additionally, the NACDD Public Policy Committee had a discussion about this issue and, determined that it is very important, but a Tier 2 priority which means that NACDD will weigh-in, take necessary actions,
develop messaging around this and join with other coalition members who have a louder and broader voice that can be helpful on this issue. Groups like the Leadership Conference on Civil and Human Rights and the Consortium for Citizens with Disabilities is
very much on top of this and NACDD is a member of both. This is part of our broader push to get more media attention on rights violations that are impacting the lives of people with I/DD.
Erin has been meeting with Alison Barkoff of the Center for Public Representation. Many of you know Alison and she has been deeply involved with NACDD and provides many Councils with policy and rights technical
assistance. Together Erin and Alison are looking at messaging and writing comments that, at the proper moment, will be shared so that all in our network can use.
Today I am meeting with our new Commissioner. I do not yet know if this issue is on her radar at all. I want to be sure that we focus our time with her at the EDLS on helping her get to know and understand the
role of DD Councils, the DD Act and what we need from her. I guess I am trying to politely say that she is so new that I am not sure she knows where the ladies’ room is yet so I doubt she is prepared to speak out to another federal agency on a major policy
issue of our day. I will make that assessment after having had a more in-depth conversation with her.

Would it be possible to have our new commissioner discuss this video and the proposed regulation at our meeting in San Diego?
Also, I would like to hear NDRN and AUCD’s take on this, what are they doing in response? We should coordinate some response with them on behalf of DD Act programs.
