Hi Brett,

It is great to hear you are active in your state EVV implementation. All states must start EVV by January 2019, but most are not going to be ready. It's a huge concern inside the beltway.

I am not aware of any states who have a model or best practice. I'm asking around for general pitfalls to avoid and will contact you offline about that. Most advocacy groups are reluctant to recommend best practices since there is  litigation going on.  I know Ohio and a few other states are already in litigation over their EVV.

NACDD is working on legislation to delay EVV implementation due to many state and consumers concerns. Additionally, CMS is already receiving inquiries about good faith effort extensions which would allow another year for implementation.

For everyone else, if your council is not working on this, you might want to check with your state agencies on the status of EVV. You can read our coalition letter supporting delay of EVV because of privacy and practical concerns here http://www.c-c-d.org/ .

To: xxxxxx@nacdd.simplelists.com

Good afternoon everyone:

Michigan is in the process of designing and implementing our version of Electronic Visit Verification (EVV) as required by federal statue. We are seeking information from other states regarding what they have found to be a best practice, obstacles to avoid, what has worked and what has not worked, as well as any other information we can share with Michigan Department of Health and Human Services to ensure that Michigan’s  system is not intrusive to people with disabilities.

The Michigan Developmental Disabilities Council alongside other advocacy groups will be meeting with the department every month to provide stakeholder input, any help would be greatly appreciated.

Sincerely,

Brett Williams
