Hi Heidi, while not specific to minors, here's what CA produced regarding an active shooting and people with an access and functional needs in that situation. The targeted audience is law enforcement, workplaces, and people with an access or functional need.

Discussion came up in yesterday’s Council meeting about whether anyone has developed training or best practices for students with disabilities in the event of a crisis or emergency, particularly active shooter responses in which children with autism or other disabilities may not be as able as others to follow instructions, be silent, run and hide, etc.  If your state has done anything, appreciate if you could share.
