In IA, transportation services are provided to school and work through the HCBS waivers. However, IA DHS recently implemented tiered payment rates for the waivers that rolls transportation into the individual daily rate instead of a separate payment to a transportation provider. Our regional transportation providers have expressed a concern that community services providers will begin providing their own transportation to keep the funds in house. It appears that that fear is being realized. The IA Association of Community Providers reports that some providers are in the process of purchasing vehicles. 

The Council is very concerned that the new tiered rates have an unintended consequence of more segregation and will be monitoring the implementation closely.
