Spoke with LeeAnn Phelps (KDOR) who was able to speak to the vehicle registration. They worked directly with law enforcement representatives to come up with the cards; individuals have to apply for the visor placard, decal or in association with a plate registration.
Email exchange with Breana Berroth, Driver’s License (DL) Manager and she stated that on the DL side of things they are using a “J” restriction (J25) which means the J25 show on the front of the DL or ID card as a restriction, much like if someone had to drive with glasses, or no interstate driving, etc. It is an indicator something else is going on with this applicant. Then on the back of the DL it states what the restriction is, e.g. J25 states Cognitive Disorder on the back of the DL. When asked about the training officers get, I was referred to Ed Klumpp
