Hi Christine. The simple answer to your first question is yes. Dollars leveraged are related to the specific objective in your state plan. If they support your initiative/project/investment,
etc. then they are reportable as dollars leveraged in your PPR, regardless of source. Only the match identified in the federal financial reports must be non-federal.
The simple answer to your second question is also yes, but a little complicated (when is it not?). The amount of Part B funds excluded from match requirements is based on the amount of Part
B funds spent on staff to engage in priority area activities. We determine what percentage of each position is attributable to priority area work when we develop the budget each year. Then we subtract that amount from our allotment, then calculate the required
non-federal match.

Thanks for the response, Christine! I appreciate the info - our problem is that it can be hard to get enough match out of volunteer time, since the required match can be so high (typically $25K
or more, if not in a poverty area).
I don't know about dollars leveraged being included by match (if it's not federal funds). I'll ask our grants specialists. In the meantime, can anyone else answer that question?

We have several grantees that overmatch which gives us flexibility and in addition IL centers could count volunteer time of anyone not on staff such as citizen trainees etc.
Just checking- Could federal match be dollars leveraged since it can’t count to draw down Part B
Also my understanding is that match is not needed for Part B funds if the project is done internally not by a grantee.

Hi Joanna. This is both simple and complicated!
Grantee match and non-federal match toward your allotment are not the same thing. You can issue a grant that is matched with federal dollars if your grant requirements
allow you to do so. The caveat is you cannot report those dollars as non-federal match in your fiscal reports to the feds. You can also issue grants with no match requirements if you choose to do so.
The non-federal match requirement for Your Part B funds requires the council to generate that minimum amount for any given fiscal year. But that requirement does not automatically
apply to your sub grants.

held in Houston area the week of May 7-12, 2017. This Leadership Institute is made possible with funding from the May and Stanley Smith Charitable Trust and sponsored by Jewish Family Service Houston. Please send this email to any leaders in the field you

The Institute will bring together leaders in the intellectual/developmental disabilities field from Texas to create momentum toward increased positive outcomes for individuals
and their families in Texas. This week-long, intensive leadership development program is designed for current leaders and emerging leaders in Texas. Participants may work in areas of management or program leadership in organizations that provide, advocate
for, or fund supports for people with intellectual/developmental disabilities and their families in Texas.
