We look within grant projects and negotiate match at a higher rate when it is available. If certain projects are largely state funded they can supply a higher match ratio.

That's what I was going to ask. How do you determine grants that don't require match and those that have 50 percent. We are very standard (not to say that's good). 25 percent match on all grants unless serving poverty area and then it is 10 percent

Interesting! And the ones providing 50% match don’t complain?

We do this in TN, Joanna. Some of our grant projects have had no match, while we have required others to provide as much as 50% match. This of course helped us reach the required match for the allotment (25%) as Dan indicated.

I’ve wondered about issuing grants with no match requirement – that would probably be cleaner for us to manage, rather than trying to keep match that is federal funds separate from match that isn’t. I don’t think we’ve done that, but I think it might be worth a shot. I guess we’d have find some match elsewhere to apply for our allotment.

Maybe I can get my friends who have very highly paid jobs to donate a service here or there. J

Hi Joanna. This is both simple and complicated!

Grantee match and non-federal match toward your allotment are not the same thing. You can issue a grant that is matched with federal dollars if your grant requirements allow you to do so. The caveat is you cannot report those dollars as non-federal match in your fiscal reports to the feds.  You can also issue grants with no match requirements if you choose to do so.

The non-federal match requirement for Your Part B funds requires the council to generate that minimum amount for any given fiscal year. But that requirement does not automatically apply to your sub grants.

Hi all –

We’ve had it reported to us that some Centers for Independent Living don’t/can’t apply for our grants because they can’t come up with the non-federal match that is required. Not all, but some have this issue – so much of their funding is federal, or their other resources are being used to match other federal funds, that they have little to offer. I feel fairly sure they understand all the different things that can be used as match. One of them told me that they have a grant from the  U.S. Department of Transportation that did not have the same match requirements we do.

Has anyone else faced this issue, and if so, how did you manage it?

Thanks for any and all help. Or commiseration.

Happy St. Patrick’s Day!
