They typically have the resources sitting there and are fine with us claiming them as match.

We do this in TN, Joanna. Some of our grant projects have had no match, while we have required others to provide as much as 50% match. This of course helped us reach the
required match for the allotment (25%) as Dan indicated.

I’ve wondered about issuing grants with no match requirement – that would probably be cleaner for us to manage, rather than trying to keep match that is federal funds separate from match that isn’t. I don’t think we’ve done that, but I
think it might be worth a shot. I guess we’d have find some match elsewhere to apply for our allotment.
Maybe I can get my friends who have very highly paid jobs to donate a service here or there.

Hi Joanna. This is both simple and complicated!
Grantee match and non-federal match toward your allotment are not the same thing. You can issue a grant that is matched with federal dollars if your grant requirements
allow you to do so. The caveat is you cannot report those dollars as non-federal match in your fiscal reports to the feds. You can also issue grants with no match requirements if you choose to do so.
The non-federal match requirement for Your Part B funds requires the council to generate that minimum amount for any given fiscal year. But that requirement does not automatically
apply to your sub grants.
