I concur with Charles.
Using the national trend and data is very important.
However, we have to be careful in that our conservative legislature does not like to go along with what “the feds” want them to do.
We use the data, but turn a state spin on it.
Our state use law also supports contracts to certain providers.
We are working with partners on the 511 stuff as well which, I believe, is one way to approach getting a wedge into that.

We wrestled with this issue here in Missouri a few years ago. My understanding of “state use” compared with “ability one” jobs, is that state use “sets aside”
jobs that the state purchases and Ability one is a federal contractor.
State use is still enclave type jobs and are more costly in the long run that just contracting with a community organization. Sure workshops are excited by this

also the National trend moving away from sheltered employment, i.e. Workforce Innovation and Opportunity Act, especially Section 511 that places limits on subminimum payments and new HCBS guidelines moving away from segregated settings like enclaves. I think
your strongest argument is why would we want to keep people depended on tax payer funded benefits when we can assist them to become tax payers them selves. Please give me a call if you’d like to talk about this somemore

Has anyone had much success bring their State Use law up to day and supporting Competitive Integrated Employment. (CIE) I am finding a lot of resistance from the
Sheltered Workshop industry. Any ideas on how to make the case with the legislature?
I am using the Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities as a resource.
