Hi Rachel:

Eligible individuals can opt to receive waiver services through this traditional model or can direct their own services through the My Voice My Choice self-directed services option.  With self-direction, individuals are assigned a budget with which they purchase support brokerage, fiscal intermediary services, community support workers, and community services.  Currently 803 people are using this option - approximately 22% of the Idaho DD Waiver population. There are 84 Support Brokers statewide who help participants develop and manage their services and supports. IDHW continues to host monthly Guide trainings and Support Broker trainings to ensure access to the program, however, these trainings are currently only offered in English.

Adults overwhelmingly state a preference for self-direction over traditional services, with a typical quote of “I’ll never go back to traditional.”

Quality assurance is required annually by the Idaho Department of Health & Welfare, however this has not been met and has caused concerns for the Council and an emphasis in our new 5 year state plan. It originally started with a large emphasis on self-advocacy with the Department paying self-advocates to conduct part of the training in collaboration with the Council. Since the first two years of implementation, that emphasis and the use of adults in training has been cut, which has had a negative influence on the lack of “self” in self-directed.

Subject: DD Councils 2 questions regarding services

Good Afternoon

Q1: I know we’ve fielded questions about his before, but things change so quickly. If your state offers self-directed DD services, how (well) does the program accommodate people who need more assistance with making decisions? If the program works well, I’d love to know why. How is access and quality as compared to a traditional service model?

Q2: I’m also wondering what other states are seeing in terms availability/use of of self pay services, especially adult services.

Thanks very much.
