Director of Planning, Research, and Evaluation

Hiring Range: Up to $68,000

 

The Virginia Board for People with Disabilities, Virginia’s Developmental Disabilities Council, is recruiting for a Director of Planning, Research and Evaluation. This position provides leadership and direction to assist the Executive Director and the Board in the areas of disability policy, research, evaluation, and strategic planning. The selected applicant will assist the Board in achieving its policy and advocacy goals by leading its strategic planning, monitoring and reporting to staff and the Board. The Director of Planning, Research and Evaluation has lead responsibility for data analysis, the preparation of federal and state plans and reports, and for monitoring and evaluating the state plan and agency programs.

 

Position Duties:

·         Serves as lead staff in the development, coordination and submission of the Board’s federal State Plan and Program Performance Reports, the state Strategic Plan and the agency Strategic Plan.

·         Develops the evaluation and monitoring plans for the federal State Plan. Tracks and reports on Board progress toward goals, objectives, activities, targets and timelines.

·         Serves as lead staff liaison to the Board’s Investment and State Plan Oversight (ISP) Committee.

·         Oversees the evaluation of the agency’s training programs, Partners in Policymaking, Youth Leadership Forum and Alumni Development program.

·         Provides consultation on best practice programming and policies to improve the effectiveness of programs, activities and grants.

·         Leads assigned activities within the state plan, including participating in advisory and other workgroups within and outside of the agency. Represents the Director on behalf of the Board in interagency meetings, workgroups or other arenas with multiple constituencies. 

·         Facilitates informed decision making regarding system change activities, including developing methods and key performance indicators to gauge the Board’s impact on the broader disability system. 

·         Provides staff support on disability policy, legislation, regulations, and budget actions which may include policy briefs, position papers, public comment, legislative testimony and related materials. 

·         Researches and provides analysis to adequately respond to written and verbal requests for information from state and federal government officials, the Board or its Executive Director, and to promote agency advocacy efforts. Presents to varied audiences on disability policy and related areas.

·         Develops, implements, and analyzes agency surveys. 

·         Provides support in the development of the Board’s Assessment of the Disability Services System.

·         Assists in the development of Requests for Proposals for Board’s grants and contracts. Assists with grant monitoring and evaluation.

·         Provides staff support as assigned to Executive Director and Board committees and technical assistance to staff in position’s areas of expertise.

 

Education and Experience Requirements:

 

Education: Graduation from college or university with advanced degree in human services, planning, public policy, public administration or related field. 

Required Experience: The Board seeks a strategic thinker with experience in program evaluation and strategic planning. The individual should be detail oriented with the following minimally required experience and skills:

·         Experience with project and data management software.

Desired of Preferred Qualifications:

·         Experience in developing and implementing logic model

·         Experience with on-line survey development

·         Experience in state government

·         Experience working in the disability policy  or research fields, particularly health care policy

·         Experience with statistical software analysis programs

·         Experience working with Boards or Advisory Councils
