It gives people with disabilities more 'points' in state system.

This all so gives a preference.

We specifically looked at statutes that allow for special hiring authorities for people with disabilities, similar to federal Schedule A hiring authority. The statutes that we looked at are attached, as well as the accompanying policy for Hawaii.
