The law was first passed in 2011 in effect in 2012.  The first couple of annual reports identified  systems issues that were in the way of the state achieving the goal.  The law was then amended to add additional members and the language was changed from shall to may in some key areas.  Many advocates thought this had the effect of weakening the intent of the law.  If anyone wants to know more about the changes you can contact either of us.
