MO is in the beginning stages of implementing a comprehensive First Responder Disability Awareness Training for 3 disciplines (law enforcement, fire/EMS and 911 operators). We are contracting with Niagara University who received grant funding from the NY DD Council to develop over a period of 5 years. I’m attaching the briefs for each of the disciplines.

 

We held focus groups across the state in March and every one of the participants (which included each of the disciplines, individuals with disabilities, parents, the governor’s office, ILC, the state CIT coordinator, etc…) Every one of the individuals talked about the need. Because of the events of Ferguson, the Governor directed that the Police Officer Standards Training (POST) requirements be doubled. The law enforcement curriculum is already POST certified in MO. I spoke with the Department of Public Safety who said that the Governor directed him to find training that would address individuals with disabilities and they were not able to find anything as comprehensive as this training. That director indicated that we could work with the CIT coordinator and the POST manager to incorporate MO specific laws in the training and implement the training.

 

The project manager, Dave Whalen is returning to MO the first week of October. We are in the process of setting up a number of meetings with the associations for all 3 disciplines, academy directors, representatives of the disability community, etc.
