Hi Rick: You are not crazy. There is no narrative field in the ACL platform specifically for targeted disparity. I put the targeted disparity narrative in the Rationale for Goal Selection.
As for the PM notes, you do not need those for the ACL platform. Note fields were added to the DD Suite State Plan template because at the time we did not have the final PMs.
