We use to do a 3 or 4 hours orientation and had an orientation guide.  However – we have done away with both.  Talking ‘at’ people for 3 or 4 hours seemed to really just overwhelm new members –and confused them.  The orientation guide is being extensively stream lined.  What we had was too long, too complicated and –if you give them an orientation guide prior to orientation they read through it while you’re talking.

 

  Instead,    I meet with new member’s right before their first meeting.  An 11/2 hours – at most –I just hit the highlights.  When they select which committee they want to be on, one of us will spent an hour after the meeting outlining the areas the committee works on, past and current projects.  Do the same after each full council meeting.  For lack of a better way to say it – it’s an orientation on the installment plan.    Will sent the orientation guide when we are done –and it’s being designed specifically for consumer members.

Hello Fellow Councils;

I have attached the orientation manual we use in Idaho that Jaime mentioned yesterday.  You will see additional documents and forms noted and I have those too if anyone is interested.  We also provide a copy of all our Council by-laws and policies, the DD Act, and our state law.  Our orientation usually takes about 4-5 hours depending on questions and we do a few interactive activities as well.  Council staff explain specific things depending on their area of expertise:  financial staff goes through the current budget and how members are expected to review it; our ED explains policy governance; I go through the current plan and explain the goals and projects and cover our reporting requirements, laws, etc.  We invite seasoned Council members to take part in orientation and mentor the new folks – usually at least 2or 3 choose to participate.

Something that new members (and experienced ones) really appreciate is a “Meet the Council” booklet that has photos and short biographies of all members so folks can get to know a little about each other before going to their first meeting.  I see some people using it as a reference sheet during the meeting as well.

​We put in $46,000, the General Assembly allocates $20,000, the ICC sponsors a parent of a young child at $1500.  Our program runs from February - September with a graduation in September.  Each weekend session runs from 1:00 on Friday to 4:00 on Saturday with time to sleep, of course.  There is homework for each session and a major project due in September.  The projects that have come from this work over the years have resulted in major systems change in DE.  The time is well spent!

Hi all,

WI is moving to a for-profit managed care model that integrates LTSS, acute, primary and behavioral health under one plan. We are meeting with our State health services as they write the waivers/develop RFPs. They have had these questions. Does anyone have good resources to share:

n  Any specific measures that cross LTSS and medical. (social determinants and how they affect medical). Ari alluded to employment showing better health. Any data on that would be good.

n   data on ways to keep more expensive people in the community. (cost outliers). They didn't' particularly know the percent in WI that are true cost outliers…kept referring to 10-percent but said they didn't know actual percentage. I think you know what percent in TN equate with what percent of costs.

n  evidence/data on factors that could show that over time, amount of resources to high utilizers/outliers/more complex folks could be diminished/reduced using certain strategies, supports, etc.

n  They wanted to know, too, of data showing over time that “scattered site” could lead to lower cost than congregant

n  They wanted sample score cards/report cards that other states use that you think are good.

n  what quality measures can be used to help people be informed for selecting plans.

n  any other data  on whether “any willing provider” was a good thing or if there were other ways to ensure good relationships between providers and IHAs. I think the paper you sent below is good enough for this one.

Hi Beth,       This is not exactly on point, but may be of some help.  Regarding the question about the cost efficiency of scattered sites versus congregate sites,  attached is an article that compares costs of supported employment (a “scattered” delivery of service method) with shelter workshops (a congregate setting).

In Colorado we have legislatively "banned" managed care. we do however have several "care coordination" demonstration projects here that center around "integrated care and high cost utilizers". We have had a fairly thoughtful development and stakeholder input process, but we are just now in the implementation phase, so we will see how things actually turn out. There was a Community Living Advisory Council that was part of the creation of the Office of Community Living, mirroring the Federal LTSS restructuring, it was a three year process and there were several other grants and demonstration projects that dovetailed nicely with LTSS re-design. WI is moving to a for-profit managed care model that integrates LTSS, acute, primary and behavioral health under one plan. We are meeting with our State health services as they write the waivers/develop RFPs. They have had these questions. Does anyone have good resources to share:

n  They wanted sample score cards/report cards that other states use that you think are good.

n  what quality measures can be used to help people be informed for selecting plans.

n  any other data  on whether “any willing provider” was a good thing or if there were other ways to ensure good relationships between providers and IHAs. I think the paper you sent below is good enough for this one.

the Colorado Council is looking at training materials, as well. We have a lot of people who have gone through our Local Leadership trainings and other "Advocacy 101" trainings, who want to be more involved. Since we are all going "person-centered thinking" here, as well, there are some unique opportunities to collaborate with state Medicaid and other departments. 

My hope is that this can lead to some real job opportunities for pwd especially people receiving IDD services to do peer mentoring and train direct care staff in person centered services. If any of you have had the chance or get the chance to see Gina Calhoun, she is amazing and I think that at least in theory the MH community is ahead of the game in promoting peer mentoring models and making sure that the voice of the people receiving services is always at the table and helping guide policy and systems change. As we pull things together, I can share what we are looking at, we are using the old Partners in Leadership and Partners in Policymaking materials, and some other training materials as a start. Anything that you would want to share would be greatly appreciated, as well.

The cost to our CT DD Council is $60,000.  Other costs are picked up by the UCEDD and the Office of Protection and Advocacy.  We hold seven sessions and each session is 16 hours for a total of 112 hours.  They also do homework and a project, so the total number of hours invested by the participants may vary.

The DDC members have questions about other states’ Partners-in-Policymaking program.  Specifically:

·    What are the approximate costs to your DDC to implement and conduct the program in your state?

·    What are the number of monthly sessions provided through your Partners-in-Policymaking program?

·    How many total numbers of hours do the participants spend in those monthly sessions by the end of the program?

 

 If your DDC implements a Junior Partners-in-Policymaking program:

a.  What are the approximate costs for the program?

Happy holidays to all!!

·    Costs: we run the program at about $45,000 for 30 participants over 6 weekends. Weekends start at noon Friday and go to about 8 p.m., then Saturday 9-3 for a total of 84 hours of training. We also set up a Facebook page the first weekend for the class and ensure all are on FB, and we have a FB group across all classes for quick action on policy items. 


We don't do a JR Partners, but we do support Youth Leadership Forum and sometimes recruit later on from that list for Partners. Our self-advocates in partners tend to be younger: in their 20s and 30s.
