I’ve attached a copy of what we give independent review panel members to use as a guide to scoring proposals. We don’t have a minimum cut off score and use the
scores only as a place to start and as a guide to help staff/Council members understand the areas in which a proposer might need more assistance. The comments are generally more useful in determining which proposal(s) should be recommended for funding.
We use an independent review panel of 3-5 people who are not directly connected to the Council or Council staff. They are chosen from a large pool of people who
have been approved ahead of time by the Council’s Executive Committee. They review proposals on their own and then have a meeting (usually over the telephone) to discuss their comments/opinions/concerns and to make a final recommendation. We summarize their
comments for each proposal and also provide their ranking of the proposals to the Executive Committee, who makes the final decision. We also provide staff comments regarding budget/allow ability of expenses, public policy considerations/suggestions, communications
considerations/suggestions.
Reviewers may receive a stipend up to $30 per proposal reviewed and $75 for a half day meeting.
Our process can be rather cumbersome at time (especially trying to set up a meeting time that everyone can make), but we think it’s thorough and provides the Executive
Committee with good information to use in making a decision.

We here at the North Dakota State Council on Developmental Disabilities are looking at our evaluation tools/instruments when reviewing small grants and Requests for Proposal’s . If you could help us answer the following questions about
your councils evaluation and review.
1.We are curious to see what other councils use for evaluation methods/tools/instruments.
2.We would also like to get an idea of also who you have generally review your grants, or who is made up of your review team.
3.How do you share your results of the evaluations with the Council
4.Do you have a cut score that each grant has to have to be eligible for funding?
