Grants, Contracts, and Program Information Manager
(Program Administration Specialist II)

Position #0005, Pay Band 5

Hiring Range:  Up to $55,000

 

 

The Virginia Board for People with Disabilities, Virginia’s Developmental Disabilities Council, is recruiting for a Grants, Contracts and Program Information Manager.   This is a multi-faceted position in a unique small state agency.  The position is focused on quality assurance, program compliance, program & fiscal integrity, and complex information/database management and reporting.

 

Position Duties:

·         Manages the administrative, fiscal and program activities of the Board’s programmatic grants and contracts, as well as all program data related to development and submission of the agency’s federal/state plan, annual program performance reports, and state performance measures.

·         Manages the process for soliciting, reviewing, and awarding programmatic grants and contracts including development of Requests for Proposals and Scopes of Work, development of budgets and work plans, and contract execution.

·         Ensures optimal efficiency and effectiveness in the Board’s programmatic grant and contract management functions and ensures that the Board’s policies and procedures adhere to state and federal state mandates. 

·         Provides training and technical assistance to grant applicants and recipients pre- and post-award.

·         Oversees the programmatic and fiscal sections of required annual federal reports including management of federal performance measures and, in coordination with a team of program managers, manages a year-long collection and verification of data on grants, contracts, conferences, training programs, liaison activities and policy work.

·         Coordinates the Board’s state and federal programmatic reporting requirements, for grants and contracts, oversees and documents grant and contract financial transactions and the procurement process as it relates to the award of grants and contracts in accordance with state and federal policies and procedures including FOIA and state procurement regulations.

·         Designs and manages the automated Program Management and Training Programs Access databases, modifies databases as needed to conform with federal and state requirements, develops and runs standing and ad hoc reports, provides technical assistance to users and is responsible for ensuring the integrity of data.

·         Provides staff support as assigned to Executive Director and Board committees, as well as technical assistance to staff in position’s areas of expertise.

 

Education and Experience Requirements:

 

Education: Undergraduate degree in public administration, human services, business, or related field or equivalent work experience.

·         Experience in state government positions with similar functions.

·         Experience working with Boards or Advisory Councils

Some travel required. Overtime may be required at certain times of year. This is a full-time classified position with benefits.  The hiring range is up to $55,000 commensurate with skills, knowledge, and experience.
