The Indiana Governor’s Council for People with Disabilities (Council) is seeking candidates to fill the positon of Executive Director. To be considered, applications must be received no later than October 1, 2015

The Council advocates on behalf of people with disabilities and their families. The mission of the Council is to promote public policy which leads to the independence, productivity and inclusion of people with disabilities in all aspects of society. This mission is accomplished through planning, evaluation, collaboration, education, research and advocacy.

The Executive Director must have knowledge of organizational management including personnel supervision and be knowledgeable about public policy, state legislation and the activities of state agencies which administer programs and/or advocate for people with developmental and other disabilities. Applicants must be well versed on key federal and state legislation affecting people with disabilities.

Responsibilities:

·       Maintains responsibility of the administration of the Council office and its functions, responsibilities, authority and relationships;

·       Develops, supervises and manages the Council budget and ensures financial reports are prepared accurately and in a timely manner and conveyed to the board;

·       Supervise the expenditure of funds to grantees and vendors to ensure alignment with the mission and grant/contract terms;

·       Identifies and responds to current trends and issues, in an informed and constructive manner, in accordance with adopted policies and direction of the board;

·       Prepares and supports the Leadership Committee and board members to carry out their governance and policy responsibilities;

·       Supports the development of leadership skills and abilities of board members;

·       Maintains day to day operations by recruiting, supervising, managing, supporting, coordinating and evaluating Council staff activities;

·       Assures board and Leadership Committee members are kept fully informed on the condition and operation of the Council to maintain full transparency and accountability;

·       Administers the overall development and implementation of the board-approved plan, including monitoring and evaluating all projects and major activities;

·       Maintains effective relationships with the National Association of Councils on Developmental Disabilities (NACDD), the Administration on Intellectual and Developmental Disabilities (AIDD), Indiana Protection and Advocacy Services (IPAS), Indiana Institute on Disability and Community (IIDC), various state agencies, legislative and executive bodies, consumer groups, providers, advocacy agencies and relevant community organizations at large.

Qualifications:

·       Extensive executive level experience in leadership, administrative management (especially health or human services), legislative services and policy development is desired.  The following qualifications would be met by having an advanced degree in an appropriate field and experience working with the disability community, as well as management experience including supervision and budgeting.

·       Extensive knowledge and understanding of current philosophy and best practices in providing services, supports, and accommodations for people with disabilities;

·       Knowledge and understanding of civil rights protections for people with disabilities;

·       Knowledge and understanding of the primary federal and state programs which provide funding mechanisms for services and supports for people with disabilities;

·       Knowledge and understanding of planning, implementation and evaluation strategies for projects and initiatives;

·       Knowledge and understanding of the intent and purposes of the Developmental Disabilities Act and programs;

·       Knowledge and understanding of key public policy issues;

·       Experience presenting to stakeholders, i.e. policymakers/legislators/government officials/members of the disability community;

·       Knowledge and understanding of the legislative process;

·       Knowledge and understanding administering federal grants;

·       Experience in budgeting and fiscal management systems;

·       Experience managing staff;

·       Experience working with government boards and committees;

·       Ability to communicate effectively;

·       Ability to work effectively with individuals and groups holding divergent opinions to build consensus.
