We negotiate a contract with any individual who will receive compensation. Technically we do not provide an ‘honorarium’, but rather pay a day or hourly rate for services. So the answer is yes, we do at times pay speakers.

Subject: DD Councils Question on Honorarium for Conference Presenters
Dear Executive Directors:
The VIDDC is planning a parent advocacy conference. We informed the organization for the keynote speaker that we were not providing an honorarium. The organization stated that when they present at other DD Council's conference, they receive an honorarium. I am requesting any feedback this matter. Thank you for your assistance.
