Hi all,

NC is still in transition from the former “local area authority” model to home-grown larger managed care organizations (evolving from our historical area authorities).  Current successes include the continued connection to communities of NC, shared risk and stronger predictability of the overall Medicaid budget. In addition, MCOs are expected to use any “savings” to meet the needs of people that may not have access to HCBS or other supports that are not considered entitlements.  A good deal of debate about the evolution of the MCO model and coordination of mental health, substance use, developmental disabilities in conjunction with general medical (clinical) and specialized medical supports is occurring.  Our Council is in the second year of a medical and health home initiative in hopes of informing policy.  We will know more about structural direction of the NC managed care system with the conclusion of the current legislative session.

In Kansas United Health Care (one of the managed care companies) made $1.5 million from its foundation available for employment projects over 3 years.  I became a member of the grant review committee and help direct the funds toward employment systems change.  We are seeing some positives from that.

Iowa is jumping in to “Medicaid Modernization” (managed care)   We would like to poll the list serve about the experiences of states that have enrolled or are enrolling individuals who use long term services and supports in managed care.  We’re  especially curious about states that might be seeing positive outcomes for those individuals as a result of the change.  We’re certainly hearing the bad and ugly but we’d like to hear if there are positive results as well.  Thank you.  Becky
