Wisconsin operates a lot like Maine: providing ideas, language, data, evidence-based practices, examples from other states, etc. to assist in developing public policy that can have real impacts. We are seen as an educational resource and fact-finder. When issues come up that require lobbying, we partner/tag team with our P&A’s policy director, who is a registered lobbyist.

 

We typically do not use the lens of what is proposed by a single constituent, but the lenses of collective efforts going on in our state, what is happening in other states, what might get traction here given the conversations happening within our state, etc. Examples include Employment First Legislation, changes to MAPP, the ABLE Act, proposed integration of our long-term care into acute/primary care, improvements to school transition programs (pay for performance), etc.

The Maine Council is quite involved in the legislative process.   We have worked with constituents to assist with language.  I view it as self-advocacy training. 

 

In general, we are viewed as a resource to legislators and often provide them facts and information formally through public hearing/work session and informally when they ask.  We advocate under the umbrella of our Councils position statements and the DD Act.  It is an important part of our work!

As a relatively new staff person for the Michigan Developmental Disabilities Council, I greatly appreciate the interactions amongst all of the participants on the list-serve and hope you would be able to provide guidance on a matter that has come across my desk. Recently, a request for legislation was forwarded to me from a constituent. The question I have, how involved are you in having legislation introduced? Do you work directly with legislators? Or, have constituents work with legislators with language you have prepared? What are the thresholds you incorporate? Any help you could provide will be very much appreciated.
