Hi Becky, our ID/DD Waiver populations are currently carved out of managed care but it is coming. We do have a “dual eligibles” program called Commonwealth Coordinated Care (CCC) that began last year and includes individuals from our Elderly or Disabled with Consumer Direction (EDCD) waiver.  It is an opt in program at this time.  It is too new to determine long term impacts or satisfaction. We have heard issues and complaints being raised regarding access to prescriptions, levels of services, etc. not being able to see desired medical professionals and there have been continuing “opt outs.”  Some of the issues have been communication between old and new providers, not having a great enough pool of providers to choose from, etc. Unfortunately, I think one typically hears from the folks who are unhappy vs those who are happy and a formal evaluation hasn’t been done yet.    We and other advocates are urging the state to move very slowly with respect to integrating the ID/DD population into managed care. WE are also in the process of wavier redesign under a DOJ settlement so it is all quite complicated.

Iowa is jumping in to “Medicaid Modernization” (managed care)   We would like to poll the list serve about the experiences of states that have enrolled or are enrolling individuals who use long term services and supports in managed care.  We’re  especially curious about states that might be seeing positive outcomes for those individuals as a result of the change.  We’re certainly hearing the bad and ugly but we’d like to hear if there are positive results as well.  Thank you.  Becky
