Great question and the set up you have described is what we did and here is our experience:
The problem that we were having is that we were using a sound system with a microphone. He Owl would not pick up the person with the microphone, it spent time searching for where the sound was
coming from, ie., speakers or any other noise in the rest of the room. We always use microphones for hearing issues. Maybe if you did not use microphones or a sound system this would not be a problem.
The two Owls need to be synced and one person needs the app and needs to understand the platform. You will need a dedicated person(s) to watch the Zoom participates and the other room and be
able to communicate with the facilitator of the meeting.
I think it is all possible if you have enough staff and you don’t use microphones.

Can you please elaborate on that.
With this chat about the OWL, I was looking into getting a couple.
We have two conference rooms, we were going to put an OWL in each one. Then we were going to have our neighbor island folks online zooming in.
Are you saying, such a set up did not work well for you?

I know at one time NACDD was looking the OWL system
We ended up not going with it only because it was a bit out of our price range but I know a lot of groups like this even outside the council world
