We provide a $25 stipend to consumer members only who are not working and/or say they have a hardship. The provision is mentioned at orientation but seldom used as they must fill out a stack of paperwork and become a state vendor to be paid.
In developing a new policy the idea of maximum amount per month is important. A number of years ago when we had a more liberal policy we paid $50 for each day or part day of any meeting or committee/subcommittee or even outside meeting if attended on behalf of the Council. The last year of this policy resulted in 57 meetings of some kind that year and several consumers who got 3-4 thousand dollars or more a year in stipends to attend meetings.

Good Morning,
The 5 Guam Code Annotated (GCA) authorizes compensation $50.00, not to exceed $100 per month for attending a Council meeting.
Each Council member must fill out a Statement of Stipend Eligibility indicating their status either they are unemployed or must forfeit wages from other employment in order to attend the Council meetings or perform other Council duties.

Dear Ms. Petersen,
The Guam DD Council gives a stipend of $50 to members with disabilities who are unemployed. According to our public law stipends are allowable costs for attending official meetings provided the stipend does not exceed $100 per month. The GDDC ByLaws is a document that we use as a structural guide in the operation of the organization.

NC Boards and Commissions allows us to provide our members a stipend of $15/day over and above their travel expenses (whether they work or not).
