In response to the question about AIDD or states having concerns about consumer empowerment funds. As with any DD Council investment, outputs, short-term, intermediate and long-term outcomes should be considered when thinking about any potential results for a DD Council investment.
If I remember correctly, I believe the funding source (AIDD) did express the desire for DD Councils to show more than the number of people receiving support and the dollar amount as a "result" for this type of Council activity. Although numbers of people and dollar amount is data, it does not tell AIDD what happened as a result of the investment.
The DD Council may want to use the logic model "if" "then" approach as a way to think about how the Council will collect information on outcomes as a result of DD Council funding support for person "x" to attend a conference/training.
For example,
"if" the Council supports person "x" to attend "conference x" - "then" what? (more information, more peer or family support, more knowledge about services, supports, treatments, etc) - this may be a short-term outcome;
"if" person "x" has more information, knowledge, support, etc., "then" what? (the person will be able to seek out and possibly receive better/more appropriate services, supports and treatment) - this may be an intermediate outcome;
"if" person "x" receives better/more appropriate services, supports and treatment, "then" what? (the person is able to be more self-determined, independent, able to access community, etc.) - this may be a long-term outcome;
Of course, this type of activity should be reflected in the DD Council 5-year State plan and outcomes and results reported as part of the annual progress report narrative for the appropriate objective(s).

Sent from my iPhoneJennifer - South Carolina does not have this. We do cover travel costs for Council business for Council Members, but not directly for anyone else. We do support some stipends through our grants as appropriate – primarily for self-advocacy groups including Partners in Policymaking. This has helped us make the connection to our State Plan and outcomes are related to these programs. As someone else mentioned, when we didn’t connect this in the past, it didn’t really fit well or give us the outcomes we were looking for.
We do fund conferences within the state primarily who meet at State Plan Goal/Objective and give us outcomes. We require an evaluation and a follow-up evaluation on how participants used the information they received at the conference. This was also a good change for us. Let me know if you have questions.
