We have not given our consumer stipends since 2004. We found that they were typically requested by the same people all the time for attendance at conferences that may or may not fit with the priorities.  WE tried in house and contract administration and it was very difficult.  In addition, although a report back to the Council was required, it rarely occurred. Ultimately, the Council thought it was not a good use of limited funds.  We have occasionally supported individuals with disabilities  to attend specific meetings, usually through an arrangement with the sponsoring agency. Fairly rare though.
