Good morning:

In the past, we have had a housing workgroup that focused on Universal Design and over the years, we disbanded. Currently, we are addressing this issue from a different perspective, extremely similar, with just a slight variation. We are focusing on accessibility through adaptability, meaning that renovations and new construction should focus on the ease to readily adapt a dwelling to meet the needs of accessibility. We found this to be more “palatable” during discussions with lawmakers now that there is an emphasis on expanding housing options.

We did a elementary review on the increased cost to make a dwelling adaptable. What we found was it virtually did not increase the cost of the home. During construction of a 2000 square foot home, it was estimated that there was over 2000 pounds of waisted spruce wood; 2X4’s, 2X8’s and OSB sheeting. Using waist, there was no additional cost (during construction / remodel when drywall was removed) to add reinforcements for grab handles, lift supports, etc. It reduced cost to eliminate cabinetry under kitchen sinks, ADA spec toilets were cheaper (as low as $100) as compared to “designer / name brand” facilities at $250 - $400, 36” interior doors were only $6 more (per door) than the standard 32” door, and ADA accessible bathroom vanities were around $350.

Our message is that anyone can live in an adaptable home, however, not everyone can live in a non-accessible home.

Sincerely,

Have your Council’s done work or projects on Universal Design? Specifically any work changing statutes on the local and/or state level. Any feedback is appreciated.
